Introduction of the Mobile Number Validation (MNV) Platform
A new MNV platform will be established by the Central Government or its authorized agency to validate telecommunication identifiers (such as mobile numbers).
This platform will help verify if telecommunication identifiers specified by users or customer entities correspond to the correct users in the database of authorized entities or licensees.
The MNV platform aims to prevent misuse of telecommunication identifiers and enhance security.
New Definitions and Entities Included
Telecommunication Identifier User Entity (TIUE): Persons/entities (other than licensees or authorized entities) who use telecommunication identifiers to identify customers or deliver services.
Licensee: Persons licensed to provide telecommunication services under the Indian Telegraph Act, 1885.
Expanded Regulatory Powers and Obligations
The Central Government can now direct TIUEs to provide data on telecommunication identifiers for processing and storage via digital means.
Immediate suspension of telecommunication identifiers can be ordered without notice if required in the public interest, affecting both licensees and TIUEs.
The Central Government may permanently disconnect or restrict the use of telecommunication identifiers.
Mobile Number Validation Request Process and Fees
TIUEs can submit validation requests on the MNV platform, either voluntarily or on government direction.
Fees for validation requests vary by requester category:
- Government departments/authorities: No fee
- TIUEs acting on government direction: ₹1.50 per request (₹0.50 retained by government, ₹1 to licensee)
- Private entities: ₹3 per request (₹1 retained by government, ₹2 to licensee)
IMEI Number Management Enhancements
Directions to manufacturers to avoid assigning already used IMEI numbers to new devices.
Maintenance of a database for tampered or restricted IMEI numbers.
Mandatory checks on used telecommunication equipment IMEI numbers before sale or purchase.
Inclusion of TIUEs in Various Regulatory Provisions
TIUEs are now included alongside telecommunication entities in obligations related to cyber security, data provision, and compliance.
Public Consultation and Next Steps
- The draft rules were notified on 24th June 2025.
- Public objections or suggestions are invited within 30 days from publication.
- Feedback can be sent to the Joint Secretary (Telecom), Department of Telecommunications, Ministry of Communications, New Delhi.
