New 2025 Rules for Shops & Establishments in DNH & DD

The Union Territory Administration of Dadra & Nagar Haveli and Daman & Diu has officially notified the Shops and Establishments (Regulation of Employment and Conditions of Service) Rules, 2025, superseding previous rules from 1975 and 2000. This marks a significant update in the regulation of commercial establishments in the UT, bringing clarity and digital ease to the process of registration, compliance, and operations.

These new rules come into force from JUNE 27, 2025.

🔑 Key Highlights of the 2025 Notification:

📋 1. Application for Registration – Form-A

  • Mandatory for establishments employing 10 or more workers.
  • Can be submitted online (where access is available).
  • Required documents must follow Part-A of the Schedule.

Payment is to be made online wherever feasible.

3. Processing Timeline:

  • Applications will be reviewed by an Inspector within 1 day.
  • If complete, registration certificate (Form-B) will be issued.
  • If incomplete, it will be rejected with reasons within 1 day.

📝 4. Fewer than 10 Employees:

  • Must submit an intimation (Form-D), not registration.
  • A receipt (Form-E) will be issued, and entry made in Form-F.

🛑 Cancellation & Amendments:

5. Cancellation of Registration (Fraud or Misrepresentation):

  • Inspector may issue a notice if fraud is detected.
  • Employer gets 10 days to respond.
  • Failure to respond or provide justification may lead to cancellation.

🔁 6. Changes in Registration Certificate – Form-G

  • Must be reported within 30 days.
  • Same fees as fresh registration apply.
  • Documents to follow Part-C of the Schedule.

  • Employers must maintain a Muster-Roll cum Wages Register.
  • Can be digital or manual as per Labour Dept. guidelines.
  • All entries must be authenticated.
  • Overtime entries must be recorded immediately after work.
  • Language: English or local language.

📅 8. Annual Return – Form-Q

  • To be submitted online by 31st January each year (for the previous calendar year).

📦 9. Separate Premises Compliance:

If warehouses, godowns, offices, or work sites are separate from the main premises, records must be maintained and displayed separately for each.

🔁 Repealed Rules:

The following older rules are now repealed:

  • The Goa, Daman and Diu Shops and Establishment Rules, 1975 (for Daman and Diu).
  • The Dadra and Nagar Haveli Shops and Establishment Rules, 2000.

However, actions taken under earlier rules remain valid.
