UGC Issues Public Alert Against Fraudulent Approval Scams

As part of its commitment to transparency and integrity during the ongoing celebrations of Azadi Ka Amrit Mahotsav, the University Grants Commission (UGC) has issued a critical public alert to warn citizens, educational institutions, and stakeholders about fraudulent activities falsely carried out in the name of the Commission.

In an official communication dated 23rd September 2025 (F.No.1-1/2025(Secy/CVO)), Prof. Manish R. Joshi, Secretary and Chief Vigilance Officer of the UGC, addressed a disturbing trend that has come to light: unscrupulous individuals are contacting the public and demanding money under the false pretense of offering approvals or sanctions from the UGC.

🚨 The Scam Explained

According to the UGC circular, these fraudsters are posing as UGC officials or authorized agents and offering to approve proposals, grant recognitions, or expedite processes — but only in exchange for money. These fraudulent communications may come via phone calls, emails, or even forged documents.

It is important to note that these individuals have no affiliation with the UGC, and their actions are illegal and punishable by law.

🔍 UGC’s Clarification

The UGC has made its stance absolutely clear:

“The Commission does not authorize any individual or agency to solicit money or offer approvals on its behalf. All official work is conducted strictly as per laid-down Rules and Regulations.”

This means that no approval, recognition, affiliation, or benefit can be “purchased” or expedited outside of the official channels and due process.

🛡️ What Should You Do?

If you or your institution are approached by anyone making such demands or claims:

  1. Do not engage with the person.
  2. Do not transfer any money under any circumstances.
  3. Report the incident immediately to:
  • Your nearest Police Station
  • The Chief Vigilance Officer, UGC

🔒 Safeguarding India’s Education Ecosystem

This advisory comes at a time when India is celebrating Azadi Ka Amrit Mahotsav, a tribute to 75 years of independence and progress. The UGC, as a key regulatory body in Indian higher education, is reinforcing its commitment to clean governance, accountability, and public trust.

Such fraudulent practices not only exploit innocent people but also damage the credibility of the education system. By staying alert and informed, we can help protect students, faculty, institutions, and public resources from being misused.

📢 Final Word: Spread the Word

If you’re part of an academic institution, please share this information widely among your staff, faculty, and students. Make it part of your internal notices, newsletters, or campus bulletins. The more people are aware, the less likely they are to become victims.

Let us all stand together against corruption and deceit, and uphold the values of integrity and transparency — the very foundation of India’s educational future.
