AP Govt Seeks Feedback on New Amendments to Factories Rules

The Government of Andhra Pradesh has issued a draft notification on April 3, 2024, seeking objections and suggestions from stakeholders regarding proposed amendments under the Factories Act, 1948. The draft, published under G.O.Ms.No.3 dated February 28, 2025, outlines changes to Rule 76-B(2) of the Andhra Pradesh Factories Rules, 1950, concerning the qualifications required for appointment as a Welfare Officer.

Key Highlights of the Amendment:

Educational Qualifications:

  • Candidates must hold a Degree in any discipline from a UGC-recognized university.
  • A Post Graduate Degree or Diploma of not less than two years in subjects like Labour Legislation, Industrial Relations, HR Management, and Labour Welfare is required.
  • If similar subjects are covered under another course title, it will be accepted upon submission of detailed curriculum.

Special Consideration:

  • A one-year PG Diploma in Industrial Relations and Personnel Management awarded by Osmania University until the academic year 1991–92 will be accepted as equivalent.

Language Requirement:

  • The candidate must have adequate knowledge of Telugu.

Exemptions:

  • The State Government or the Chief Inspector of Factories (under government control) may grant exemptions from the PG qualification requirement in specific cases.

Public Participation Invited:

The government will take these proposed amendments into consideration after 45 days from the date of notification in the Andhra Pradesh Gazette (18th May 2025.) . Stakeholders are encouraged to submit their objections or suggestions within this period.
