The Municipal Administration & Urban Development (MA&UD) Department of Andhra Pradesh has released a draft notification proposing key amendments to the Andhra Pradesh Building Rules, 2017, aimed at easing construction norms for small residential plots on May 12, 2025.
The proposal, issued is now open for public feedback. Suggestions or objections can be submitted within 7 days of publication (From May 12, 2025) in the Andhra Pradesh Gazette.
Key Proposed Amendment:
Under Rule 3(17)(g) – a new clause has been added that states:
For residential buildings on plots up to 60 square yards (50 square meters):
- No building permission is required.
- Applicable only for Ground Floor or Ground + One Floor constructions.
- The applicant must:
- Register on the designated online portal.
- Pay a token fee of ₹1.
- Self-certify:
- Title ownership
- Plot size
- Floor details
- No Completion Certificate or Occupancy Certificate will be required.
Restrictions:
- This provision cannot be misused to:
- Split larger plots into smaller ones for exemption.
- Construct on government, disputed, or prohibited lands.
- Violations will invite legal action as prescribed.

This move is expected to streamline self-construction for low-income homeowners and promote legal, small-scale housing development with minimal red tape.
