CEA Proposes Amendments to Technical Standards for Construction of Electrical Plants and Lines

Therefore, the CEA has released the draft of the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) (1st Amendment) Regulations, 2025 for public review and feedback.  

The public notice also informs that the draft regulations can be physically inspected at the office of the Chief Engineer (Legal), Central Electricity Authority, located in Sewa Bhawan (North Wing), Room No. 622, 6th Floor, R. K. Puram, New Delhi-110066. The inspection can be carried out on any working day until May 30, 2025, between 11:00 hrs and 16:00 hrs.

All stakeholders and members of the public who wish to provide feedback on the draft regulations are requested to send their comments in writing to the Chief Engineer (Legal) at the aforementioned address. Comments can also be submitted via email to celegal-cea@gov.in. The deadline for submitting comments is May 30, 2025.

The notification attached to the public notice provides the details of the proposed amendments. Specifically, it indicates that Schedule-VII of the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Regulations, 2022, is proposed to be substituted.  

The substituted Schedule-VII outlines the Right-of-Way (ROW) requirements for both Lattice Structures and Pole Structures using ACSR (Aluminum Conductor Steel Reinforced) and HTLS (High-Temperature Low-Sag) conductors at various voltage levels (ranging from 66kV to 1200kV and including ±500kV & ±800kV HVDC). The tables within the schedule specify ROW widths for different terrains, including normal routes, forest areas, urban/populated areas, and approach sections near substations, considering different conductor configurations and design spans.
