CERC Announces Public Hearing on Draft Regulations for Carbon Credit Certificates

The draft regulations, titled “Draft Central Electricity Regulatory Commission (Terms and Conditions for Purchase and Sale of Carbon Credit Certificates) Regulations, 2024,” were initially released on November 13, 2024, with a deadline for comments and suggestions of December 31, 2024.

Now, the CERC has scheduled a public hearing to further engage stakeholders on this crucial matter. The details of the hearing are as follows:

  2. Time: 11:00 AM
  3. Venue: Online

The CERC has invited a wide range of stakeholders to participate in this online hearing, including representatives from Central and State Governments, Load Despatch Centers, State Utilities, Central Public Sector Undertakings (CPSUs), Central Transmission Utilities (CTUs), State Transmission Utilities (STUs), Transmission Licensees, Trading Licensees, Power Exchanges, Individual Experts, Non-Governmental Organizations (NGOs), Independent Power Producers (IPPs), Financial Institutions, Consultancy Firms, and any other interested organizations.  

The Commission emphasizes the value it places on the views of the stakeholders and believes their participation will be instrumental in reaching a just and fair conclusion on the various issues at hand. The Secretary of the CERC has requested attendees or a knowledgeable representative from their organization to attend the hearing on June 6, 2025.

To facilitate proper arrangements for the hearing, interested participants are requested to communicate the name(s) of their representative(s) to the undersigned (Secretary, CERC) by June 3, 2025. Organizations intending to make a presentation during the hearing are also asked to indicate this and are advised to limit their presentations to 5-10 minutes, covering no more than 8 to 10 slides.
