Chandigarh Pushes Quality Standards Across Departments

In a significant move toward improving public service quality and ensuring transparency, the Chandigarh Administration, has issued fresh directives for the adoption of Indian Quality Standards across all government departments on May 15, 2025.

The directives were issued during a State Level Committee on Standardization meeting, aiming to build a robust quality infrastructure in the Union Territory and safeguard consumer interests.

🔍 Key Directives Issued by the Chief Secretary

✅ 1. ISO 37001: Anti-Bribery Certification Made Mandatory

  • All public-facing departments are directed to obtain ISO 37001 certification.

  • This measure is aimed at instilling transparency and ethical governance.

📊 2. Service Quality Management System (SQMS) to be Rolled Out

  • Departments are required to develop plans for implementing SQMS to improve service delivery.

🗃️ 3. Record Management System for Civic Bodies

  • Municipal Corporation & Estate Office must implement Record Management Systems, especially for managing legacy data.

🚰 4. Chandigarh Aims for Piped Drinking Water Certification

  • Municipal Corporation’s initiative to apply for Piped Drinking Water Management System Certification was applauded.

  • If successful, Chandigarh will be the first city in India to secure this certification.

  • The system will ensure compliance with IS 10500 standards for safe potable water.

🏗️ 5. Adoption of SP 73 Building Byelaws and Energy Management

  • Chief Engineer, UT instructed to implement SP 73 Building Byelaws developed specifically for Chandigarh.

  • Implementation of an Energy Management System is also mandated.

🧑‍🏫 6. Capacity Building Through Nodal Officers

  • Each department to nominate a nodal officer (HoD level) for training in quality systems via Bureau of Indian Standards (BIS).

⚖️ 7. Compliance with Quality Control Orders (QCOs)

  • All departments must ensure strict compliance with QCOs.

🏭 8. MSME & Public Awareness Initiatives

  • Secretary Industries directed to run awareness programs for MSMEs.

  • Public should be educated on the BIS Care App, a tool to verify authenticity of products and precious metals.
