In a significant move aimed at enhancing passenger safety and vehicle monitoring, the Government of Chhattisgarh has made it mandatory for public service vehicles to install Vehicle Location Tracking Devices (VLTD) and emergency panic buttons conforming to the AIS-140 standards.
The order was issued in accordance with the Motor Vehicles Act, 1988, and Central Motor Vehicle Rules, 1989, following directives from the Ministry of Road Transport and Highways, Government of India.
🚨 Who Must Comply?
The notification applies to all public service vehicles (except two-wheelers, e-rickshaws, and three-wheelers), including:
- Buses and educational institution buses
- Luxury cabs, maxi cabs, and motor cabs
- Omni buses and private service vehicles
- National permit goods carriers
- Vehicles carrying hazardous materials
- Ambulances
🔧 Device Installation Guidelines:
- Vehicles manufactured on or after January 1, 2019 must already be fitted with these devices by the manufacturer or dealer.
- Older registered vehicles (before Jan 2019) must be retrofitted by empanelled vendors approved by the Transport Department.
🛑 Key Conditions:
Devices must conform to AIS-140 standards.
Tampering is strictly prohibited.
Transport authorities will verify installation via the VAHAN system.
Vehicle owners must train drivers on device usage.
Non-functional devices must be immediately repaired.
Motor Vehicle Inspectors are authorized to stop vehicles for checks.
Penalties under Section 177 of the Motor Vehicles Act will apply for violations.
This mandate takes immediate effect from April 28th 2025 and is part of a broader initiative to boost road safety and emergency responsiveness in Chhattisgarh.
