Clarification Issued on PM-Surya Ghar: Muft Bijli Yojana for Residential Projects

The Ministry of New and Renewable Energy (MNRE) has issued a clarification regarding the implementation of the PM-Surya Ghar: Muft Bijli Yojana (PMSG: MBY) for the component “CFA to Residential Consumers”. This notification was issued on November 19, 2024.

Key Points of the Clarification

The clarification allows for direct subsidy disbursement to real estate developers or promoters for rooftop solar installations in residential projects, even in the absence of a formally constituted Residents’ Welfare Association (RWA) or Group Housing Society (GHS).

Developers/promoters must provide an undertaking that the solar assets will be eventually transferred to the residents’ collective body when formed. They must also assure that the benefits of the subsidy will be passed on to residents through reduced charges for common facilities.

The Renewable Energy Corporation (REC) will establish additional documentation requirements to verify the eligibility and authenticity of subsidy claims.

This clarification will facilitate the implementation of the PMSG: MBY scheme for residential projects, especially in the initial stages of development when RWA/GHS formation may not be immediate. It will also encourage developers to adopt solar energy solutions and promote sustainable practices in the real estate sector.
