The Central Pollution Control Board (CPCB) has released draft guidelines for the imposition of Environmental Compensation (EC) under the recently amended “Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023,” and is inviting comments and suggestions from the public.
In an Office Memorandum dated May 21, 2025, the CPCB announced that these draft guidelines have been prepared as mandated under Rule 39 of the aforementioned Amendment Rules. The document outlines the framework and methodology for calculating and imposing environmental compensation on entities found to be in violation of the hazardous waste management regulations.

The CPCB is urging all interested parties and stakeholders to review the draft guidelines and provide their valuable feedback, along with any relevant details. Comments and suggestions should be communicated by June 5, 2025, via email to eprusedoil.cpcb@gov.in.
The CPCB stated that the received comments and suggestions will be taken into consideration for the finalization of these crucial guidelines, which will play a significant role in ensuring environmental compliance and accountability in the management of hazardous and other wastes across the country.
