The Board of Practical Training (Eastern Region), under the Ministry of Education, Government of India, has issued a formal notification mandating the use of Direct Benefit Transfer (DBT) for the disbursement of the Government share of stipend to apprentices under the National Apprenticeship Training Scheme (NATS).
This policy shift will take effect from the stipend month of July 2025, which is due for payment by 10th August 2025, and is applicable to all establishments located in the Eastern and Northeastern regions of India, under BOPTER’s jurisdiction.
🔑 Key Changes Introduced
Current System | New System (from July 2025) |
Establishments pay full stipend | Govt share paid directly to apprentices by GoI |
Govt reimburses establishments | No reimbursement claims for Govt share will be accepted |
Hybrid of DBT and reimbursement modes | Only DBT allowed for Govt share |
✅ Steps for Compliance by Establishments
All establishments must ensure the following before July 2025:
- Update Apprentice Data
- Ensure apprentices are registered on the NATS portal
- Bank account details must be accurate and preferably Aadhaar-linked
- Coordinate with Apprenticeship Coordinators
- Verify apprentice records and banking details
- Engage with BOPTER for Support
- Contact relevant regional offices in case of procedural or technical difficulties
- Disburse Only Establishment Share
- From July 2025 onward, do not disburse the Government share of stipend
🎯 Why This Matters
The move to DBT is aimed at:
- Improving efficiency in stipend delivery
- Ensuring transparency in fund transfers
- Supporting India’s broader goal of digital transformation and direct transfers to beneficiaries
The Ministry has confirmed that adequate funds will be available year-round to avoid disbursement delays.
