Delhi Govt Warns HCR Licensees Over Missing PCC

In a strong move to enforce regulatory compliance, the Delhi Government has issued a new directive to all HCR (Hotel, Club & Restaurant) license holders who have failed to submit their Police Clearance Certificates (PCC). The PCC is a mandatory document under Section 13 of the Delhi Excise Act, 2009, required to be submitted within 30 days of the license issuance.

Despite a prior circular dated 27th February 2025, which reminded licensees of this obligation, authorities have observed widespread non-compliance.

The latest order dated 5th May 2025 mandates all defaulting HCR licensees to submit their pending PCCs within five days from the date of the order. Failing to do so will invite strict action under the Delhi Excise Act and its associated rules.
