On May 20th , 2025 the Directorate General of Health Services, Government of National Capital Territory of Delhi, issued a notification mandating the use of Aadhaar for accessing free laboratory test services at Delhi Government Hospitals, Polyclinics, Dispensaries, Seed PHUCs, and Aam Aadmi Mohalla Clinics (AAMCs).
Background:
The move aims to simplify service delivery, enhance transparency, and ensure that beneficiaries receive their entitlements directly without multiple identity proofs. The laboratory tests under these schemes are funded by Delhi’s Consolidated Fund, and Aadhaar-based verification helps streamline the process.
Key Highlights of the Notification:
Mandatory Aadhaar Proof or Authentication:
- All beneficiaries seeking free lab tests must provide proof of Aadhaar or undergo Aadhaar authentication.
- Those without Aadhaar must enroll for Aadhaar with parental or guardian consent for minors.
Aadhaar Enrollment Facilities:
- The Department will facilitate Aadhaar enrollment at convenient locations in coordination with UIDAI registrars, especially where enrollment centers are unavailable.
Document Requirements:
- For Aadhaar holders: Proof of Aadhaar or biometric authentication.
- For non-Aadhaar holders:
- Children must present Aadhaar enrolment slip plus documents proving identity and relationship to guardian.
- Adults must show Aadhaar enrolment slip plus one of several accepted ID documents (PAN, passport, voter ID, bank passbook, etc.).
Remedial Authentication Measures:
- For biometric failures, iris scan or face recognition will be offered.
- One-Time Password (OTP) authentication via Aadhaar may be used.
- Physical Aadhaar letters with QR code verification will be accepted where biometric or OTP methods fail.
Ensuring No Beneficiary Is Denied:
- Exception handling mechanisms will follow the Government of India’s Direct Benefit Transfer guidelines to ensure that genuine beneficiaries do not lose access.
Public Awareness:
- The Department will widely publicize Aadhaar requirements to ensure beneficiaries are informed.
Impact:
This policy enhances the efficiency of delivering free diagnostic services to Delhi residents while ensuring accountability and preventing misuse of government resources. Beneficiaries are encouraged to enroll for Aadhaar if they have not yet done so.
