Delhi Prohibits Certain Vehicles on Key National Highways

The Delhi Transport Department has issued an order on June 3, 2025, prohibiting certain categories of slow-moving and vulnerable vehicles from accessing specific National Highways within the National Capital Territory of Delhi.

The decision stems from concerns that the movement of high-speed vehicles on these highways poses a considerable risk to comparatively slower vehicles like two-wheelers, three-wheelers, non-motorized vehicles, and agricultural tractors, due to significant speed differentials and inherent vulnerability.

Prohibited Vehicles and Restricted National Highways

The following classes of vehicles are now prohibited from using the designated National Highways:

  1. Motor Cycles (including scooters and other two-wheelers)
  2. Three-wheelers (including e-Carts and e-Rickshaws)
  3. Non-motorized vehicles (e.g., bicycles, cycle rickshaws)
  4. Agricultural Tractors (with or without trailers)
  5. Multi Axle Hydraulic Trailer Vehicles
  6. Quadri-Cycles

These restrictions apply to the following National Highways:

  • NH-344M: From its junction with NH-44 near Bankoli Village, connecting Narela, Mundka, Najafgarh, and Dwarka, and terminating at its junction with NH-248 BB near Bharthal Chowk in NCT of Delhi.
  • NH-248 BB: Starting from its junction with NH No. 48 near Shiv Murti, connecting Bharthal Chowk, Delhi-Haryana border in the Union Territory of NCT of Delhi, and terminating near Kherki Daula on NH 48 in Haryana.
  • Delhi-Gurugram section of NH-48: From Km 14+300 (starting of RTR flyover) till Km 42+000 (Kherki Daula User Fee Plaza) in the State of Delhi/Haryana.

Penalties for Violation

Any violation of this order will attract a fine of Rs. 2000/- in accordance with sub-section (1) of Section 194 of the Motor Vehicles Act, 1988.

The Lieutenant Governor has authorized the following officers to compound the aforementioned offense with the fixed amount of Rupees 2000/-:

  1. Officers of the rank of Assistant Sub-Inspector or above of Delhi Traffic Police.
  2. Officers of the rank of Head Constable and above of the Transport Department, Government of the National Capital Territory of Delhi.

The compounded fines will be deposited into the “Major Head 0041, taxes on vehicles, 101-IMV (Fees & Fine)” of the Transport Department.
