Delhi Waives Fees for Rooftop Solar Under PM Scheme

In a move to accelerate adoption of rooftop solar energy in the capital, the Delhi Electricity Regulatory Commission (DERC) , on May 1, 2025 has issued the First Amendment to Net Metering Guidelines, waiving key charges for residential users under the PM Surya Ghar: Muft Bijli Yojana .

📜 Key Amendments in Brief:

✅ No Application Fee for Feasibility Analysis

As per the new proviso added to Guideline 3(1):

Domestic consumers installing rooftop solar systems up to 10 kW under the PM Surya Ghar scheme will not be charged any application fee for feasibility analysis.

✅ No Registration Charges

Similarly, under Guideline 3(7):

Such domestic consumers will also be exempted from registration charges, easing the process further.

These amendments fall under the broader mission of clean energy transition and are supported by:

  • Section 61(h) and 86(1)(e) of the Electricity Act, 2003

  • DERC Net Metering Regulations, 2014
