The Central Government, under the Ministry of Health and Family Welfare, has authorized Dr. Rakesh Kumar Rishi, the Director In-charge of the Central Drugs Laboratory (CDL) in Kolkata, to sign statutory certificates of test or evaluation for medical device samples sent by Courts of Law. This notification was issued on May 16, 2025.
This notification also supersedes a previous notification (S.O. 3758 (E), dated August 10th, 2022) with the exception of actions already taken or omitted before this supersession.
Dr. Rishi, in his capacity as the Director In-charge of the CDL, Kolkata, is now empowered to sign these test or evaluation certificates for medical devices submitted under sub-section (4) of section 25 of the Drugs and Cosmetics Act, 1940, or in Form MD-30 of the Medical Device Rules, 2017. This authorization extends across the whole of India and will remain in effect until a regularly appointed person assumes charge of the post or until further orders are issued, whichever occurs earlier.
This notification ensures the continuity and validity of the statutory testing and evaluation process for medical devices that are part of legal proceedings across the country.
