Draft Amendments to Shops and Establishment Rules In Sikkim

The Government of Sikkim, on April 4, 2025, issued a draft notification proposing significant amendments to the Sikkim Shops and Commercial Establishment Rules, 1984. The draft published under sub-section (1) of Section 80 of the Sikkim Shops and Commercial Establishment Act, 1983 invites public suggestions or objections within 45 days of its publication  (May 19th 2025)

📌 Key Highlights of the Draft Rules:

  • Digital Integration Introduced:
    A new definition of “electronically” has been added, encompassing submissions via email, designated portals, and digital payments.

  • Electronic Filing and Payments:
    Employers can now file statements, pay fees, and receive registration certificates electronically or in physical form.

  • Revised Fee Structure:
    • Registration and renewal fees can now be paid online.
    • Late fee for renewal increased from ₹1 to ₹3 per day.

  • Updated Forms & Process:
    • Registration certificate issuance and renewal to follow updated Form “C”.
    • Statement submissions to the Chief Inspector may now be digital.

The draft rules aim to modernize business compliance processes, reduce paperwork, and enhance administrative efficiency for shops and commercial establishments in the state.
