The circular encloses a copy of the Office Memorandum (OM) No. 1/4(ii)/2025-E.II(B) dated 06 October 2025, issued by the Government of India, Ministry of Finance, Department of Expenditure.
This OM details the revised rate of Dearness Allowance (DA) applicable to Central Government employees who are still drawing their pay as per the 6th CPC structure.
Implementation and Compliance
The ESIC circular confirms that the DA revision has been issued with the concurrence of the competent authority and directs all ESIC offices across India to comply with the Ministry’s instructions immediately.
Context and Significance
While most Central Government employees have already transitioned to the 7th CPC and are awaiting updates under the 8th CPC framework, a section of employees in ESIC and other departments continues to draw pay as per the 6th CPC.
This DA revision ensures that their cost-of-living adjustments remain in line with inflation trends and parity across government institutions.
Conclusion
The latest revision of Dearness Allowance marks another routine adjustment to safeguard employees’ real income against inflation. ESIC’s prompt adoption of the Ministry of Finance notification ensures uniform implementation across all its regional and medical institutions nationwide
