The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has announced amendments to the Explosives Rules, 2008, aimed at streamlining licensing procedures and reducing the frequency of renewals. This notification was dated April 24, 2025 and published on May 1, 2025.
The amendments introduce key changes to the validity periods of certain licenses granted under the Explosives Rules, 2008.
Key Amendments to the Explosives Rules, 2008
A significant change has been made to Rule 112, which deals with the duration of licenses. The validity period for licenses has been extended from “five financial years” to “ten financial years.” This means that licenses granted under this sub-rule will now be valid for a longer duration, reducing the administrative burden of frequent renewals for licensees.
Similarly, the timeframe for renewed licenses has also been extended from “five years” to “ten years.” Therefore, renewed licenses under these rules will also have a validity of ten financial years.
These amendments are expected to provide relief to individuals and entities holding licenses under the Explosives Rules, 2008, by significantly increasing the time between required renewals. This move will lead to reduced compliance costs and administrative workload for both the licensees and the regulatory authorities.
