The Food Safety and Standards Authority of India (FSSAI) has issued a directive mandating all Food Business Operators (FBOs) whose FSSAI License or Registration expired during the financial year 2024-25 to submit a Closure Report. This order was issued on May 16, 2025.
The FSSAI instructed these FBOs to confirm whether food business activities have ceased at the premises associated with the expired license/registration number. Alternatively, if the food business is still operational, FBOs are required to confirm whether a new license or registration has been obtained. Additionally, the FBOs must provide specific reasons for the non-renewal of their previous FSSAI License.
This mandatory submission of a Closure Report is also extended to all future cases where an FSSAI License or Registration expires. The FBO will be required to submit the reasons for the closure of the business or the non-renewal of the license/registration.
The FSSAI has specified that these submissions must be made electronically through the Food Safety Compliance System (FoSCoS) portal by the concerned FBOs. This measure is part of the FSSAI’s ongoing regulatory compliance efforts and is deemed necessary for maintaining transparency and traceability within the food licensing framework.
The authority has emphasized that operating a food business with an expired FSSAI License or Registration is a violation of the Food Safety and Standards (FSS) Act 2006, and will attract penalties as per the Act.
To facilitate this process, the FSSAI has also released a user manual providing step-by-step guidance on how FBOs can file their responses on the FoSCoS portal after their license/registration has expired. The manual details the procedure for logging into the FoSCoS account, navigating to the ‘Expired License/Registration’ section under the ‘File your response’ tab, and selecting the appropriate option, whether it’s confirming business closure, indicating renewal application details, or providing a new license number.
The FSSAI has urged all affected FBOs to comply with this directive without delay to ensure adherence to food safety regulations and avoid potential penalties. The authority has also stated that an email will be sent to all FBOs whose license/registration expired during FY 2024-25 to inform them of this mandatory requirement.
