Govt Advises OTT Platforms to Drop Pakistan-Origin Content

In a significant move citing national security concerns, the Ministry of Information and Broadcasting (I&B) has issued an advisory on May 8, 2025, directing OTT platforms and streaming services to immediately discontinue all content originating from Pakistan.

This advisory applies to films, web series, songs, podcasts, and other digital media, whether provided through subscription models or free streaming.

Legal Framework Cited:

The advisory draws authority from Part-II of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, which outlines a Code of Ethics for OTT and curated content platforms. The Rules stress caution regarding content that may:

  • Affect India’s sovereignty and integrity
  • Jeopardize national security
  • Harm relations with foreign states
  • Incite violence or disrupt public order

Rule 3(1)(b) also mandates intermediaries to ensure that content hosted does not threaten India’s unity, defence, or foreign relations.

Triggering Incident:

The advisory follows the April 22, 2025 terrorist attack in Pahalgam, which resulted in the deaths of several Indian citizens and one Nepali national, with injuries to many others. Investigations have linked the attack to Pakistan-based state and non-state actors.

Implications:

All intermediaries, OTT platforms, and media streaming services operating in India are instructed to comply with this advisory immediately. This directive aims to curb the influence of content linked to sources hostile to India’s national interests.
