In a move to enhance product safety and standardization, the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) on May 21 , 2025 has issued the Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2025. This order will come into effect starting October 1, 2025, and supersedes the 2024 version.
Under the authority of the Bureau of Indian Standards (BIS) Act, 2016, this order mandates that electrical appliances for commercial dispensing and vending must bear the BIS Standard Mark, obtained under a license as per Scheme-1 of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
Key Provisions of the Order:
- The mandate applies to both domestically manufactured and imported goods, with exceptions for exports.
- Micro and small enterprises are given a grace period, with deadlines extending into 2026.
- Up to 50 units per year can be imported for R&D purposes by manufacturers, exempt from commercial use.
- The BIS will serve as the certification and enforcement authority.
- Non-compliance may result in penalties under the BIS Act, 2016.
