Haryana Amends Contractual Employees Security of Service Act

The Government of Haryana has enacted the Haryana Contractual Employees (Security of Service) Amendment Act, 2025, which received the Governor’s assent on April 5, 2025, and was officially published on April 9, 2025, as Haryana Act No. 12 of 2025.

This amendment makes a key change to the Haryana Contractual Employees (Security of Service) Act, 2024, aiming to bring clarity and consistency in how service periods are calculated for contractual employees.

🛠️ Key Amendment:

  • In Explanation 2 to clause (ii) of Section 3, the phrase:

“in a calendar year”


has been substituted with:


“during a period of one year contractual service”

  • This shift ensures that the one-year service period is based on actual contract duration rather than a calendar year, benefiting employees with mid-year appointments or renewals.

📜 Additional Provisions:

  • The Haryana Contractual Employees (Security of Service) Amendment Ordinance, 2025 (Ordinance No. 1 of 2025) is repealed.

  • All actions or decisions taken under the repealed Ordinance are deemed valid under the new Amendment Act.

🗓️ Commencement:

The Act is deemed to have come into force from January 31, 2025.

This amendment is expected to provide greater procedural fairness and clarity for thousands of contractual employees across Haryana, aligning service benefits more closely with actual periods worked.
