Haryana Revises Labour Welfare Fund Contribution for 2025

On March 7, 2025, the Government of Haryana issued an important notification regarding the revised Labour Welfare Fund contribution for both employers and employees. This adjustment, effective from January 1, 2025, brings changes to the contribution limits under Section 9A of the Labour Welfare Fund Act, 1965.

Key Highlights of the Revised Notification:

Employee Contribution:

  • Starting from January 1, 2025, every employee will contribute 0.2% of their monthly salary, wages, or any remuneration to the Labour Welfare Fund.

  • However, the contribution is capped at ₹34 per month (previously ₹31 as per the previous notification).

Employer Contribution:

  • The employer will contribute twice the amount contributed by the employee every month.

  • For instance, if an employee contributes ₹34, the employer will be required to contribute ₹68 per month for each employee.

Annual Indexing to CPI:

  • The contribution limit is subject to annual indexing to the Consumer Price Index (CPI) starting from January 1st of each year. This means that the contribution limit may increase in future years based on the CPI.

    Effective Date:

    • The revised contributions will be applicable starting January 1, 2025, and must be adhered to by all institutions under the jurisdiction of the Haryana Government.

    Instructions for Compliance:

    • Institutions are instructed to ensure that contributions are deposited as per the revised provisions starting from the specified date, ensuring compliance with the updated rules and regulations.

    Previous Notification Reference:

    • The new notification supersedes the earlier one issued on February 22, 2019, under Haryana Government notification No. 12-HLA of 2019/16/3917 and is in line with the provisions set forth in Section 9A of the Labour Welfare Fund Act, 1965.

    This revision aims to ensure that the Labour Welfare Fund continues to receive adequate contributions while reflecting the changes in the cost of living as indexed to the Consumer Price Index. Employers and employees are urged to comply with the new provisions to avoid any penalties or non-compliance issues.
