HP Government Activates Form-4A for Borewell Registration


The Government of Himachal Pradesh has activated Form-4A, the application for a Certificate of Registration for existing groundwater users, in line with Section 8 of the Himachal Pradesh Ground Water (Regulation and Control of Development and Management) Amendment Act, 2022.

As per communication received from the Engineer-in-Chief, Jal Shakti Vibhag, Shimla, the registration portal for existing users of borewells and groundwater extraction structures is now live and will remain open until June 30, 2025.

⚖️ Legal Basis: Section 8 – Mandatory Registration

Under Section 8 of the amended Ground Water Act, all existing users of groundwater — including individual, agricultural, commercial, and industrial users — are mandatorily required to obtain a Certificate of Registration for their structures.

Form-4A has been notified as the official application format for this purpose.

Failure to register by the deadline may result in penal action or restrictions on further use, as outlined in the regulatory framework of the Act.
