The Jharkhand State Electricity Regulatory Commission (JSERC) has released a new amendment to its existing open access framework. Titled “JSERC (Terms and Conditions for Intra-State Open Access) (Second Amendment) Regulations, 2025,” the revised regulations were officially notified on May 28, 2025, and published in the Jharkhand Gazette Extraordinary on June 16, 2025.
This amendment modifies key provisions in the JSERC (Terms and Conditions for Intra-State Open Access) Regulations, 2016, which govern the rights and procedures for open access consumers within Jharkhand.

The new amendment comes into force immediately upon publication in the Jharkhand Gazette (June 16, 2025). - Validity Period:
The amended regulations will remain in force until March 31, 2030, unless further reviewed, amended, or extended by the Commission. - Legal Backing:
The amendment is issued under the authority of Sections 86(1)(a), (b), (c), and (e), 61(a to h), and 62(1) of the Electricity Act, 2003. - Amendment Details:
Regulation 1.3 of the principal regulations has been replaced to specify the new commencement and end date of the regulation period.
The updated regulations provide regulatory certainty for open access consumers and energy developers in Jharkhand for the next five years. The move is seen as a step toward improving power market flexibility and encouraging private participation in electricity trading within the state.
