The Jharkhand State Electricity Regulatory Commission (JSERC) has released a draft regulation titled “JSERC (Determination of Tariff for Procurement of Power from Solar PV Power Project and Solar Thermal Power Project) Regulations, 2025.” The draft outlines the framework for tariff determination for various types of solar energy projects in the state, aiming to provide regulatory clarity and promote renewable energy adoption.
🔑 Key Highlights:
- Scope:
The regulation applies to grid-connected solar power projects – including solar PV, floating solar, solar thermal, solar hybrid, and solar with storage – commissioned during the Control Period. - Control Period & Validity:
Effective from the date of publication in the Jharkhand Gazette, the regulation will remain in force until March 31, 2028, unless extended or reviewed earlier. - Legal Basis:
Issued under powers granted by Sections 61, 62, 63, 86, and 181 of the Electricity Act, 2003.
⚡ Project Types Defined:
- Solar PV Projects: Conventional solar projects using PV technology.
- Floating Solar (FPV): PV arrays installed on water bodies using floaters.
- Solar Thermal Projects: Use concentrated solar power (line/point focus).
- Solar Hybrid Projects: Combine solar with other RE sources or storage; one RE source must constitute at least 33% of total capacity.
- Solar with Storage: Includes a storage system charged from solar and connected at the same interconnection point.
📘 Important Definitions:
- Auxiliary Consumption: Energy used by a plant’s internal systems.
- Capital Cost: Includes all infrastructure, installation, and financing costs.
- Useful Life:
- 25 years for solar PV, floating solar, and thermal projects.
- For hybrid projects, life is based on the shortest among combined technologies.
✅ Eligibility Criteria:
- Technologies must be MNRE-approved.
- Floating solar projects added to existing non-ground PV projects qualify as hybrids.
- Hybrid projects must ensure grid injection at a common interconnection point.
- Solar with storage must be integrated and connected at the same point.
