The Government of Karnataka has officially notified the Karnataka Grama Swaraj and Panchayath Raj (Zilla, Taluka, and Grama Panchayats Control Over Erection of Buildings) (Amendment) Model Bye-Laws, 2025, with effect from June 3, 2025.
This amendment, made under powers conferred by the Karnataka Grama Swaraj and Panchayath Raj Act, 1993, introduces new regulatory measures for building constructions under Panchayat jurisdictions. It follows the publication of the draft rules on April 8, 2025, and the government’s review of public objections and suggestions.
🔑 Key Highlights of the 2025 Amendment:
Mandatory RERA Registration:
- Building plans on converted lands must include mandatory registration with the Real Estate Regulatory Authority (RERA).
- This requirement is now part of the plan approval process by Panchayats.
Completion Letter from Planning Authority:
A completion letter from the Local Planning Authority confirming adherence to the approved plan and building rules must be submitted to the competent authority.
Joint Site Inspection Before Final Approval:
Upon obtaining the completion certificate from a qualified architect, the Panchayat Development Officer and a technical officer from the Local Planning Authority must jointly inspect the site.
They will verify if the construction aligns with the approved plan and if the project is RERA-compliant.
A joint certification with signatures will be required to confirm compliance.
These changes aim to strengthen oversight on rural building activities, promote accountability, and ensure legal compliance through integration with RERA regulations.
