On April 8th 2025 in a significant update aimed at streamlining regulatory compliance, the Government of Kerala has officially notified the Kerala Motor Transport Workers’ (Amendment) Rules, 2025. These rules, which come into immediate effect, amend Rule 5 of the existing Kerala Motor Transport Workers’ Rules, 1962, by introducing a revised fee structure for registering motor transport workers.
The amended rules were issued by the Labour and Skills Department under the powers conferred by Section 40(1) of the Motor Transport Workers Act, 1961. The revised fee schedule is structured according to the number of motor transport workers employed by an establishment on any one day during the year.
This revision follows the draft notification published in July 2024 and is now being officially implemented.

This revision is expected to bring more transparency and proportionality in licensing fees based on the scale of operations in the motor transport sector.
With the new amendment, the state aims to modernize outdated fee structures and improve administrative efficiency.
