Madhya Pradesh Ancillary Services Regulations, 2024

The Madhya Pradesh Electricity Regulatory Commission on October 4th 2024 issued the Madhya Pradesh Electricity Regulatory Commission Services Regulations, 2024 (G-48 of 2024), marking a significant step towards enhancing the efficiency and stability of the state’s electricity grid.

What Are Ancillary Services?

Ancillary services are essential support services that help maintain the reliability of the electricity grid. They play a vital role in balancing supply and demand, ensuring the grid operates smoothly. With the introduction of these regulations, MPERC aims to establish a structured framework for procuring, deploying, and compensating these services at the state level.

Key Objectives of the Regulations

The primary aim of the Ancillary Services Regulations is to:

  • Minimize deviations in state electricity supply.
  • Aid the State Load Despatch Centre (SLDC) in maintaining the grid frequency close to the ideal 50 Hz.
  • Alleviate congestion within the intra-state transmission network.

By doing so, these regulations will contribute to the overall safety, security, and smooth operation of the power system in Madhya Pradesh.

Who Will Be Affected?

These regulations apply to:

  • Intra-state entities, including those with energy storage capabilities.
  • Entities capable of providing demand response services.

This broad scope ensures that various stakeholders in the electricity sector are included in the framework for ancillary services.

Types of Ancillary Services

The regulations define several types of ancillary services:

  1. Primary Reserve Ancillary Service (PRAS)
  2. Secondary Reserve Ancillary Service (SRAS)
  3. Tertiary Reserve Ancillary Service (TRAS)
  4. Additional Ancillary Services as specified in the Madhya Pradesh Electricity Grid Code.

Each type serves a unique purpose in supporting grid stability, and together, they form a comprehensive approach to managing energy supply.

Estimation and Management of Reserves

A crucial component of these regulations is the role of the Nodal Agency:

  • The Nodal Agency will estimate the requirement for Secondary Reserve Ancillary Service (SRAS) based on established methodologies.
  • This estimation will be published on the agency’s website for transparency.
  • The agency will also re-assess these requirements daily and in real-time to adapt to changing conditions.

The Regulation covers the following important Parts which include:

  1.  Secondary Reserve Ancillary Service (SRAS)
  2. Shortfall in procurement of SRAS or Emergency Conditions
  3. Accounting and Settlement of SRAS

These Regulations shall come into force with effect from such date as may be notified by the Commission.
