MCA Establishes New Regional Directors under LLP Act, 2008

In a major administrative reform aimed at improving regulatory efficiency and regional governance, the Ministry of Corporate Affairs (MCA) has issued Notification S.O. 4851(E) dated 23rd October 2025, announcing the establishment of ten Regional Directorates under the Limited Liability Partnership Act, 2008. These new regional offices, which will come into effect from 1st January 2026, are expected to enhance oversight, streamline operations, and improve service delivery for Limited Liability Partnerships (LLPs) across India.

Objective of the Notification

The notification has been issued in exercise of the powers conferred by Section 68A(1) of the Limited Liability Partnership Act, 2008, empowering the Central Government to establish Regional Directors (RDs) to perform the functions under the Act.

This step marks a significant decentralization of authority and is intended to ensure faster decision-making, localized administration, and better accessibility for LLPs and stakeholders operating in different regions of the country.

Structure and Jurisdiction of the Regional Directorates

The MCA has notified ten Regional Directorates across the country, each with clearly defined jurisdictions. Below is a summary of their headquarters and areas of operation:

  1. Northern Region Directorate I – New Delhi
    Jurisdiction: State of Uttar Pradesh and the National Capital Territory (NCT) of Delhi.
  2. Northern Region Directorate II – Chandigarh
    Jurisdiction: States of Haryana, Himachal Pradesh, Punjab, Uttarakhand, and Union Territories of Chandigarh, Ladakh, Jammu & Kashmir.
  3. North-Western Region Directorate – Ahmedabad
    Jurisdiction: States of Rajasthan, Gujarat, Madhya Pradesh, and Union Territory of Dadra and Nagar Haveli.
  4. Western Region Directorate I – Mumbai
    Jurisdiction: State of Goa, Union Territory of Daman and Diu, and the districts of Mumbai and Mumbai Suburban.
  5. Western Region Directorate II – Navi Mumbai
    Jurisdiction: All districts of Maharashtra other than Mumbai and Mumbai Suburban.
  6. Southern Region Directorate – Chennai
    Jurisdiction: State of Tamil Nadu and Union Territories of Puducherry and Andaman & Nicobar Islands.
  7. South-Western Region Directorate – Bangalore
    Jurisdiction: States of Karnataka and Kerala, and Union Territory of Lakshadweep.
  8. Eastern Region Directorate – Kolkata
    Jurisdiction: States of West Bengal, Bihar, Jharkhand, and Sikkim.
  9. North-Eastern Region Directorate – Guwahati
    Jurisdiction: States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, and Tripura.
  10. South-Eastern Region Directorate – Hyderabad
    Jurisdiction: States of Andhra Pradesh, Chhattisgarh, Odisha, and Telangana.

Expected Impact on LLP Administration

The establishment of these new regional directorates is expected to significantly enhance the efficiency and reach of the MCA’s administration. LLPs across India will benefit from:

Effective Date and Implementation

The notification explicitly states that the new structure will come into effect on 1st January 2026. From this date, all functions, powers, and responsibilities under the LLP Act, 2008—delegated by the Central Government—will be exercised by the respective Regional Directors within their assigned jurisdictions.

This reform marks a forward-looking step by the MCA towards strengthening institutional capacity and enhancing ease of doing business for Limited Liability Partnerships across the nation.
