The Ministry of Power has announced an amendment to the Electricity (Transmission System Planning, Development and Recovery of Inter-State Transmission Charges) Rules, 2021. Through the newly enacted Electricity (Transmission System Planning, Development and Recovery of Inter-State Transmission Charges) Amendment Rules, 2025, the Central Government has gained the power to delegate the approval of Inter-State Transmission System (ISTS) projects to key bodies.
These new rules have come into force from June 26, 2025. These amendment rules empower the Central Government to delegate authority to the National Committee on Transmission (NCT) and the Central Transmission Utility (CTU) for approving ISTS projects.
A key condition of this delegation is that the approval authority for these bodies will be “subject to the cost limits specified by the Central Government from time to time.” This mechanism is expected to streamline the approval process for new transmission infrastructure, potentially accelerating the development and expansion of India’s power grid.
