The Ministry of New and Renewable Energy (MNRE) has released the “Revision-XL” of List-I (Manufacturers and Models of Solar PV Modules) under the Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirement for Compulsory Registration) Order, 2019. This office memorandum incorporates new compliance requirements, revises minimum module efficiency standards, and corrects previously identified typographical errors.
Under the ALMM Order, 2019, only models of Solar PV Module Manufacturers that comply with Bureau of Indian Standards (BIS) Standards and meet specified minimum module efficiency criteria are eligible for enlistment.
These standards vary based on the technology (crystalline Silicon – c-Si, and Cadmium Telluride – CdTe thin film) and the application category of the solar PV modules:
| Category | Application/Use | Minimum Module Efficiency (c-Si technology) | Minimum Module Efficiency (CdTe thin film technology) |
| Category-I | Utility/Grid Scale Power Plants | 20.00% | 19.00% |
| Category-II | Rooftop and Solar Pumping | 19.50% | 18.50% |
| Category-III | Off-grid projects/applications like solar lamps, solar lights, solar street lights, solar fans, etc. (other than solar powered agricultural pumps and solar PV rooftops) requiring individual capacity of each solar PV module deployed, to be of less than 200 Watt peak | 18.00% | 18.00% |
| Category-IV | Any other application | 19.00% | 18.00% |
Note: Category-III modules will be included in a separate ALMM list called ALMM List-I (DRE), not the main ALMM List-I.
The ALMM List-I was last updated on June 5, 2025. The new Revision-XL, enclosed as additions and modifications to Revision-XXXIX, reflects these updated criteria. It is crucial to note that ALMM enlistment validity is contingent upon valid BIS Registration; otherwise, the module or manufacturer is deemed delisted. Detailed information regarding BIS certification, including validity and included models, can be verified on the BIS website.
The current revision also addresses and corrects typographical errors found in previous ALMM List-I revisions. Specifically, corrections have been made to the validity of model numbers for M/s. SASA Energy LLP and M/s Oswal Solar Structure Pvt. Ltd.
