The National Medical Commission (NMC) has released a draft of the Post Graduate Medical Education Regulations (Amendment), 2025, proposing changes to the Post Graduate Medical Education Regulations, 2023 (PGMER-23). The Commission is inviting objections and suggestions from all stakeholders on these proposed amendments by July 2, 2025.
The draft regulations aim to refine the structure of medical departments and expand the eligibility criteria for certain super-specialty courses.
Key Proposed Amendments
Rotation of Head of Department (HoD):
A new provision will be added to Regulation 7.1 (under the “Department” heading) stating that the position of the Head of Department (HoD) shall be rotated every three years.
Eligibility for HoD rotation will be among Professors and Associate Professors who are eligible to become Professor, holding a Medical Post-graduate degree, and based on seniority within the Department. This aims to bring in rotational leadership and ensure equitable opportunities among senior faculty.
Revised Feeder Qualifications for Super Specialty Courses:
Amendments are proposed for Sl. No. 6, 10, and 15 of Part B in Annexure-7, which lists “FEEDER BROAD SPECIALITY QUALIFICATIONS FOR SUPER SPECIALITY COURSES.”
M.Ch. (Neurosurgery): Will now include M.S./DNB (Otorhinolaryngology) and M.S. (Traumatology and Surgery) as eligible feeder qualifications, in addition to M.S./DNB (General Surgery).
M.Ch. (Plastic and Reconstructive Surgery): Will also include M.S./DNB (Otorhinolaryngology) and M.S. (Traumatology and Surgery) as eligible feeder qualifications, alongside M.S./DNB (General Surgery).
M.Ch. (Vascular Surgery): Will include M.S. (Traumatology and Surgery) as an eligible feeder qualification, in addition to M.S./DNB (General Surgery).

The NMC emphasizes that these are draft regulations and seeks input from all affected stakeholders.
