The Central Pollution Control Board (CPCB) has released Guidance Document for EPR Certificate Generation and Transfer Module for Registered Recyclers and Producers at Used Oil EPR Portal. This online module is designed to streamline and enhance the management of Extended Producer Responsibility (EPR) for used oil in India, providing a transparent digital platform for registered recyclers and producers.
The new module will allow only registered recyclers to input detailed information regarding their procurement and processing of used oil. This data will then be utilized by the portal to calculate the potential for EPR certificate generation. Upon the sale of re-refined oil, the portal will generate EPR certificates, taking into account the recycling technology used and the quality of the re-refined product.
The EPR Certificate Generation and Transfer Module comprises six key sections to facilitate the entire process:
Procurement Data
Recyclers must submit details of used oil procured from April 1, 2024, onwards, including financial year, source (importer, collection agent, producer, bulk generator), supplier name and GST, type of used oil (Mixed, Transformer, Hydraulic), quantity (KL or MT), procurement date, invoice number, and a PDF copy of the invoice. A one-time opening balance as of April 1, 2024, is also required.
Production Data
This section requires daily entries on the processing of used oil, including the type and quantity of used oil processed, processing date, quantity of Re-Refined Base Oil (RRBO) produced, whether RRBO meets BIS standards (and its class if “Yes”), electricity meter reading, batch number, and the recycling technology employed. The portal will auto-calculate the qualified quantity of RRBO and its EPR certificate generation potential.
Generate EPR Certificate (Create EPR Credits)
Upon the sale of re-refined oil, recyclers enter the date of sale, buyer type (registered or non-registered producer/user), buyer details, class of RRBO sold, quantity sold (in KG), invoice amount, invoice number, and upload the sales invoice.
Denominate EPR Certificates
This feature, enabled after physical verification of the facility by the State Pollution Control Board (SPCB) or Pollution Control Committee (PCC), allows recyclers to convert large certificate values into smaller, transferable units ranging from 100 kg to 10,000 kg. Denomination requires an OTP verification sent to the recycler’s registered mobile number.

Provides a comprehensive history and current status of all denominated, transferred, and available certificates.
Transfer Denominated Certificates
Recyclers can transfer specific EPR certificates to registered importers or producers. The transfer process involves selecting the entity and certificates, followed by an OTP verification from the recycler’s registered mobile number.
Producers, upon logging into the portal, will be able to view certificates sent by recyclers. To complete the transfer, the producer must verify the transaction by obtaining an OTP from the recycler telephonically. Certificates not accepted by the producer within seven days of receipt will automatically revert to the recycler’s account.
