On April 30, 2025, the Petroleum and Explosives Safety Organisation (PESO) issued a formal notice regarding the amendment of existing LE-1 licenses granted under the Explosives Rules, 2008. This update follows the Gazette of India notification published by the Ministry of Commerce and Industry on April 2, 2025, focusing on the phasing out of instantaneous Electric Detonators (Class 6, Division 3).
As per the new directive, manufacturers who wish to continue producing Electric Detonators must apply for an amendment to their existing licenses. This amendment pertains to quantity permissions and will be valid only up to June 30, 2025.
Manufacturers must:
- Submit applications via the PESO website or SETT login portal.
- Upload all required documents and pay the applicable fees through the online module.
- Send the OIN number of the amendment application via email to kthiagarajan@explosives.gov.in and rkschauhan@explosives.gov.in once uploaded.
The deadline for submission is within one week from the issue date of the notification (i.e., by May 7, 2025).
This move is part of the government’s effort to regulate and gradually phase out certain types of detonators in favor of safer and more advanced alternatives. All concerned manufacturers are urged to act promptly.
