In a significant move towards streamlining the licensing process for hydrogen fuel infrastructure, the Petroleum and Explosives Safety Organisation (PESO) has announced the launch of a fully online application module for Compressed Hydrogen Dispensing Stations (CHDS). As of May 14, 2025, all new license applications under Form-H of the Gas Cylinder Rules, 2016 must be submitted through this digital system. Offline submissions will no longer be accepted.
This initiative is aimed at enhancing transparency, efficiency, and ease of processing for both new applicants and existing CHDS operators with trial permissions. PESO has also released a help file with operational guidelines to aid users in navigating the application process.
Step-by-Step Guide to Submitting a Form-H Application Online:
Step 1: Access the Portal
- Visit https://peso.gov.in
- Navigate to Logins Menu → Petroleum/Gas Cylinders Rules Application Login

Step 2: Login
- Enter your valid Login ID and Password
- Click on the Login button

Step 3: Dashboard
- Upon successful login, you’ll be taken to your user dashboard
- Click on New Application

Step 4: New Application Setup
- A new window will open for application request

- Select Gas Cylinders Rules 2016 under “Rule” dropdown
- Choose one of the following purposes from “Purpose” dropdown:
- License to store compressed hydrogen gas in a cascade for dispensing as automotive fuel
- License to fill and store compressed hydrogen gas from a generation unit for dispensing

Select the corresponding Form No and Subject

Fill out the Site Address and click Save, After application saved, following tabs open for Approval for Form H transaction as.

Step 5: Capacity & Validity
- Click on Capacity & Validity tab → Click image (+) to add/edit

After clicking following screen will open

Section 1: Hydrogen Generation Details
- Click the green image icon
- Select Compressed Hydrogen Gas (CHG)
- Enter Hydrogen Generation System Unit No.
- Input Capacity [Kg/Hr]
- Click Save (Multiple units can be added)
Section 2: Hydrogen Storage Details
- Click the green image icon
- Select Compressed Hydrogen Gas (CHG)
- Choose Gas State (e.g., Gaseous)
- Select Storage Type (e.g., Cylinders Cascade)
- Enter Storage Cascade Unit No. and Water Capacity [Liters]
- Click Save
Section 3: Other Facilities
- Enter Number of Chillers, Compressors, Dispensers
- Add any Other Facilities
- Click Save
Step 6: Upload Documents & Drawings
- Click Document & Drawing Tab → Click (+) image to add

Upload all mandatory documents and drawings and click Save Button

Document & Drawing Using below screen you can Edit/Delete Document & Drawing.

Step 7: Payment
- Only online payment is available
- Fees are auto-calculated and payable via payment gateway

Step 8: Print Application
- Before submission, you can print the filled application

Print online application- Click on Print

Step 9: Final Submission
- Review all entries carefully
- Click Save and Submit
- Note: No changes allowed after submission

For Existing Applications or Amendments:
Step 1: Subsequent Application
- Click on Subsequent Application Tab

Step 2: Portfolio
- Select the relevant transaction (e.g., Amendment, Renewal)
- Click Apply and follow the same procedure as above
