The Petroleum and Natural Gas Regulatory Board (PNGRB) has notified amendments to the Petroleum and Natural Gas Regulatory Board (Levy of Fee and Other Charges) Regulations, 2007, introducing a revised fee structure for various types of authorization transfers and equity stake changes in gas infrastructure entities.
The Petroleum and Natural Gas Regulatory Board (Levy of Fee and Other Charges) Amendment Regulations, 2025 were published in the Official Gazette on 14th July 2025 and take effect immediately.
Key Highlights:
- New fees introduced for transfer or renunciation of authorizations.
- Applications covering multiple geographical areas (GAs) or pipelines will attract an additional 25% fee per extra GA or pipeline.
- Clear fee structure now provided for transfer of equity less than 51%.
- Changes in company type (private to public or vice versa) will also incur a fee.

Application Guidance:
Applications must be filed under the applicable PNGRB authorizing regulations from 2008 and 2010, depending on the type of network (CGD, Natural Gas Pipeline, or Petroleum Product Pipeline).
This revision aims to streamline regulatory compliance and bring clarity to fee assessments in authorization matters.
