In this context, the Office of the Deputy Commissioner, Aizawl District has issued an important public notice on 24th November 2025, reminding residents, hobbyists, commercial operators, and public agencies about strict compliance with the Drone Rules, 2021, issued by the Ministry of Civil Aviation, Government of India.

India’s Airspace is Divided into Three Key Zones
Under the Drone Rules, 2021, every part of the country’s airspace falls into one of three operational zones—Green, Yellow, and Red. Each zone has distinct rules governing how drones can be flown.
1. Green Zone – Low-Risk Airspace
Green Zones are areas where drone operations are permitted without prior approval, provided operators stay within prescribed height limits and follow safety guidelines. Although these zones are the most flexible, operators must still:
- Ensure their drone is properly registered (if required),
- Maintain visual line of sight,
- Avoid flying near crowds, vehicles, or sensitive locations,
- Follow all general safety rules under the Drone Rules, 2021.
Green Zones are ideal for hobbyist flying and commercial shoots, but users must exercise caution at all times.
2. Yellow Zone – Controlled Airspace
Yellow Zones are regulated areas where flying a drone requires prior authorization from concerned aviation authorities. These zones often lie near airports, important urban areas, or locations requiring airspace monitoring. Drone operators must always confirm whether their area of operation needs clearance before takeoff.
3. Red Zone – Strictly Prohibited Airspace
Red Zones are the most sensitive and heavily restricted areas in the country. In these zones, drone operations are completely prohibited, except when special permission is granted by the Government of India.
In Aizawl District, some prominent Red Zones include:
- Raj Bhavan
- Mizoram Legislative Assembly Complex
- Secretariat Complex
- Police Headquarters
- Assam Rifles and Defence Establishments
- Any other protected or notified security-sensitive area
Flying a drone—whether for hobby, commercial use, or by accident—in these locations poses serious security threats and is strictly banned.
Penalties for Violations
Unauthorized drone operations, especially within Red Zones, constitute a violation under the Drone Rules, 2021 and the Aircraft Act, 1934. Such violations can lead to penalties of up to ₹1,00,000, along with possible legal action. The District Administration has emphasized that strict enforcement will follow any breach.
