Transforming Transactions: The Latest Changes to Madhya Pradesh Labour Welfare Rules

On September 27, 2024, the Government of Madhya Pradesh announced a significant amendment to the Madhya Pradesh Labour Welfare Rules of 1984. This change focuses on the mode of payment from the welfare fund, enhancing the efficiency of financial transactions while ensuring proper oversight.

The Previous Rule:

As per the previous Rule 15 Clause b, the following was stated:

“Payment from the fund shall be made, where the amount payable is more than Rs. 250 by Bank Draft or through Cheques issued by the Welfare Commissioner:

Provided that in any particular case the Board may, for special reasons to be recorded, authorise payment in cash in respect of any amount payable by it”

As Per the New Amendment:

Rule 15 Clause b

“Where bank draft, cheque and online payment is to be made, the payment up to Rupees Fifteen Thousand shall be made by an officer not below the rank of Assistant Welfare Commissioner authorized by the Welfare Commissioner and more than the said amount shall be made by the Welfare Commissioner.”

  • Payments up to Rs. 15,000: These can now be authorized by an officer not below the rank of Assistant Welfare Commissioner, as designated by the Welfare Commissioner.
  • Payments above Rs. 15,000: Any amount exceeding this threshold must still be handled directly by the Welfare Commissioner.

Effective Date: September 27th 2024.
