UGC Invites Applications for Recognition to Offer ODL Programmes for AY 2025–26

In a major announcement for India’s higher education sector, the University Grants Commission (UGC) has invited online applications from eligible Higher Educational Institutions (HEIs) for recognition to offer Open and Distance Learning (ODL) and/or Online programmes for the academic year 2025–26, with sessions commencing February 2026 and onwards.

The initiative, issued under the signature of Prof. Manish R. Joshi, Secretary, UGC, underscores the Commission’s continued commitment to promoting inclusive, flexible, and technology-driven learning opportunities in line with the goals of the National Education Policy (NEP) 2020.

Objective of the Notification

The notification aims to ensure that higher education institutions offering distance and online programmes do so under a uniform regulatory framework, adhering to the standards prescribed in the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its subsequent amendments.

These regulations lay down the norms for academic quality, faculty standards, learner support, technological infrastructure, and evaluation systems, ensuring that programmes delivered through digital and distance modes maintain parity with those offered in traditional classroom settings.

The process for applying for recognition has been made fully online through the UGC Distance Education Bureau (DEB) portal: https://deb.ugc.ac.in/.

Eligibility and Continuous Application Window

As per the circular, the application window will remain open throughout the year for:

  1. HEIs entitled to offer Online Programmes, and
  2. Category-I universities entitled to offer ODL programmes under Regulation 3(A) and 3(B)(b) of the UGC (ODL and Online Programmes) Regulations, 2020.

However, the UGC clarified that the submission of an application does not imply automatic approval. Each application will be scrutinized and assessed in accordance with the standards prescribed in the UGC Regulations and evaluated on factors such as academic quality, learner support, technological capacity, and faculty readiness.

Strengthening Access and Flexibility in Higher Education

This initiative is part of UGC’s broader vision to democratize access to higher education by leveraging digital platforms and flexible delivery mechanisms.
