The Central Vigilance Commission (CVC), the apex integrity institution of the country, has once again taken a crucial step towards promoting transparency, integrity, and accountability across all government departments and public sector organizations. As part of its ongoing commitment to building an ethical administrative environment, the Vigilance Awareness Week 2025 will be observed from 27th October to 2nd November 2025, under the theme: “Vigilance: Our Shared Responsibility.”
The University Grants Commission (UGC), under the Ministry of Education, Government of India, wholeheartedly supports this national initiative and calls upon all educational institutions, affiliated colleges, and universities to actively participate in this campaign.
Why Vigilance Matters
Vigilance is not just the responsibility of a select few; it is a shared duty that involves every citizen, student, educator, and public servant. The observance of Vigilance Awareness Week provides an opportunity to re-affirm our commitment to combating corruption, promoting ethical conduct, and building institutions rooted in trust and transparency.
The 2025 theme emphasizes collective accountability. It reminds us that sustainable reforms can only be achieved when each stakeholder takes ownership of maintaining integrity within their respective domains.
Three-Month Preventive Vigilance Campaign: August 18 – November 17, 2025
In the run-up to Vigilance Awareness Week, the CVC has also advised a focused three-month Preventive Vigilance Campaign beginning 18th August 2025. This campaign highlights the importance of proactive measures and internal housekeeping to minimize the scope of corruption. The four key focus areas include:
Disposal of Pending Complaints
Departments and institutions are encouraged to swiftly resolve and dispose of any outstanding complaints. Delays in addressing issues can erode public trust and create bottlenecks in service delivery.
Disposal of Pending Cases
Long-pending disciplinary or vigilance-related cases must be addressed with urgency and fairness. Timely resolution ensures accountability and deters unethical practices.
Capacity Building Programs
Training and awareness programs should be organized to build capacity among staff, students, and administrators. Knowledge about rules, procedures, and ethical standards is crucial for preventive vigilance.
Asset Management
Proper record-keeping, inventory control, and maintenance of institutional assets must be ensured. Mismanagement of assets can lead to misuse or losses that could otherwise be avoided.
Call to Action for Educational Institutions
As torchbearers of knowledge and values, universities and colleges play a vital role in nurturing ethical leadership. The UGC urges all institutions to:
Organize seminars, debates, essay competitions, and awareness drives on the theme of vigilance.
Conduct integrity pledges and display posters and banners to spread the message.
Ensure transparency in administration, admissions, procurement, and examinations.
