CBIC amends Customs Circular on Guidelines for Provisional Assessment of Duty

The Circular, inter alia, states that Authorised Economic Operator (AEO)- T3 are required to furnish 0% of differential duty as security for provisional assessment. This includes cases referred to Special Valuation Branch (SVB), those cases randomly selected for verification and where the importer is unable to make self-assessment and has sought provisional assessment. Furthermore, all class of importers, including AEOs, are required to furnish 100% of differential duty as security if provisional assessment is requested by the importer when an inquiry or verification is initiated under CAROTAR, 2020

The Ministry of AYUSH proposes Draft Drugs and Cosmetics (Amendment) Rules, 2020

The draft amendment seeks to remove ‘sterilised surgical ligature and sterilised surgical suture’ from being under the purview of the Central Drugs Laboratory or the Central Research Institute, Kasauli. The draft amendment also seeks to constitute a Scientific Advisory Board for the Pharmacopoiea Commission of Indian Medicine & Homoeopathy. Further, they inter alia revise the qualifications of the Government Analysts and Inspectors as well as the fees prescribed for various tests and analysis.

DGFT extends the validity of Pre-Shipment Inspection Agencies.

he validity of recognition of the Pre-Shipment Inspection Agencies included in Appendix 2G of Appendices and Aayat Niryat Forms (A&ANF) of Foreign Trade Policy (2015-20) which are completing their original tenure of three years or their extended tenure as on 30.9.2020 is extended up to 31.12.2020.

CBIC revises the Sea Cargo Manifest and Transhipment Regulations.

Considering the disruptions caused due to Covid-19 Pandemic and non-readiness of the stakeholders, the transitional provisions under Regulation 15(2) have been extended from 1st October, 2020 till 31st March, 2021 to enable submission of manifests under erstwhile regulations.
