Clarification On Domestic Content Requirement For Solar PV Power Projects


The Ministry of New and Renewable Energy (MNRE) has issued a clarification regarding the eligibility of Thin Film Solar PV Modules manufactured by First Solar (FS India Solar Ventures Private Limited) in India. This clarification was made through an Office Memorandum dated May 9, 2024.

Domestic Content Requirement (DCR)

MNRE’s schemes and programs promote the use of domestically manufactured solar components through DCR mandates. This ensures projects utilize solar PV cells and modules produced within India.

The present clarification confirms that Thin Film Solar PV Modules manufactured in the integrated factory of First Solar in India are considered domestically manufactured for DCR purposes. This implies these modules can be deployed in MNRE projects requiring domestically produced components.

This announcement provides clarity for developers working on MNRE projects and expands the range of DCR-compliant thin film solar PV modules available in India. It can potentially accelerate the adoption of thin film technology while promoting domestic manufacturing.
