Updated Standards for City Natural Gas Distribution Networks in India

The Petroleum and Natural Gas Regulatory Board (PNGRB) has issued the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Second Amendment Regulations, 2024. These regulations have come into force from April 25, 2024.

The amendments primarily focus on updating standards for natural gas metering equipment within these networks. Additionally, it has deleted specifications referencing “Thermal Mass Flow” and conformity to ISO 14511.

  • Three new references are introduced for gas meter standards:
    • AGA Report No. 8: Compressibility Factors of Natural Gas and Other Related Hydrocarbon Gases
    • IS 15677: Metering of natural gas – Code of practice
    • EN 17526: Gas meter – Thermal-mass flow-meter based gas meter

These changes aim to enhance accuracy and reliability in natural gas measurement within distribution networks. They also seek to promote adherence to international best practices for gas metering.
