The Central Electricity Regulatory Commission (CERC) has issued a Public Notice seeking feedback on the Draft Central Electricity Regulatory Commission (Terms and Conditions for Renewable Energy Certificates for Renewable Energy Generation) (First Amendment) Regulations, 2025.
These draft regulations were prepared under the authority of the Electricity Act, 2003, and aim to amend the existing rules governing Renewable Energy Certificates (RECs) for power generation. The notice fulfills the statutory requirement to invite public engagement before the amendments are finalized.

Comments, suggestions, or objections must be submitted on or before October 23, 2025.
Methods of Submission:
- Send to the Secretary, Central Electricity Regulatory Commission, at the address provided in the notice.
- Mail to secy@cercind.gov.in and cerc.readvisor@gmail.com.
- Upload through the SAUDAMINI Portal by logging in and clicking the ‘e-Regulation’ link on the e-filing Home Page.
The Commission has warned that any submissions received after the stipulated deadline may not be considered during the finalization of the regulations.
