Ministry of MSME Launches “Special Campaign 5.0” to Promote Swachhata and Reduce Pendency

In celebration of Azadi Ka Amrit Mahotsav and to uphold the vision of a clean and efficient administrative system, the Ministry of Micro, Small & Medium Enterprises (MSME) has launched “Special Campaign 5.0”. Running from 2nd October to 31st October 2025, this nationwide initiative is aimed at institutionalizing Swachhata (cleanliness) and minimizing administrative pendency across all MSME offices, especially those involved in service delivery and public interface.

The special focus of the 2025 campaign is the disposal of e-waste in line with the E-waste Management Rules, 2022 laid down by the Ministry of Environment, Forest and Climate Change. With increasing digitalization in government offices, managing e-waste responsibly has become a pressing need, and MSME’s leadership in this area sets a strong example for sustainable governance.

A Two-Phase Action Plan

The campaign is structured in two key phases:

Preparatory Phase (16–30 September 2025):
This phase focused on groundwork, including:

  1. Identifying campaign sites and e-waste in offices.
  2. Recognizing scrap, redundant items, and outdated office equipment.
  3. Planning for workspace beautification and space optimization.
  4. Flagging pending files and references for resolution, especially at the state level.

Implementation Phase (2–31 October 2025):
This is the action-oriented phase where the Ministry and its affiliated bodies are executing the planned initiatives. It includes cleaning drives, space reorganization, file clearances, and e-waste disposal across all MSME field offices, autonomous bodies, and statutory institutions.

Highlights of Special Campaign 5.0

To ensure that the campaign reaches every corner of the Ministry’s vast administrative framework, several strategic steps have been taken:

Nodal Officers Appointed:
Dedicated officers have been tasked with overseeing campaign activities, ensuring timely and efficient implementation at all levels.

Awareness Campaigns:
Standees, banners, and posters have been installed at locations like Kartavya Bhawan-03, New Delhi, and field offices to promote awareness. In addition, virtual meetings have been conducted to brief officials and stakeholders about campaign objectives and deliverables.

Social Media Engagement:
The Ministry is actively using social media platforms to inform the public and encourage broader participation in the campaign, amplifying its reach and impact.

Hybrid Planning Meetings:
In a collaborative effort, hybrid meetings involving MSME officers and affiliated organizations were held to fine-tune the campaign rollout and ensure alignment across all levels.

Towards a Cleaner, More Efficient MSME Ecosystem

Through Special Campaign 5.0, the Ministry of MSME reiterates its commitment to clean governance, environmental responsibility, and administrative efficiency. By tackling e-waste and reducing pending matters, the campaign aligns with India’s broader goals of sustainability and responsive public service delivery.

As the nation moves forward into its Amrit Kaal, initiatives like this reflect the spirit of transformation and progress envisioned under Azadi Ka Amrit Mahotsav. The MSME sector, being the backbone of India’s economy, is setting the tone not just for economic growth, but also for responsible governance and sustainable practices.
