Centre Defers Implementation of EVA Copolymers Quality Control Order to Oct 2026

The Ministry of Chemicals and Fertilizers has issued a notification amending the Ethylene Vinyl Acetate Copolymers (Quality Control) Order, 2022, officially postponing its enforcement date to October 3, 2026. This amendment has been introduced in the public interest and after consultations with the Bureau of Indian Standards (BIS).

Ethylene Vinyl Acetate Copolymers (Quality Control) Amendment Order, 2025

🛠️ Key Amendment:

The amendment modifies Paragraph 1, sub-paragraph (2) of the 2022 Order:

🔁 Previous Text: The Quality Control Order was to come into force at an earlier date.
New Substituted Text:
(2) It shall come into force on the 3rd day of October, 2026.

📌 Context:

The original Ethylene Vinyl Acetate Copolymers (Quality Control) Order, 2022 was aimed at regulating the quality standards of EVA copolymers, ensuring only BIS-certified products are manufactured, imported, and sold in India.

However, the government has now deferred its implementation by one more year, likely to give manufacturers and importers additional time to comply with certification and quality processes.

🧪 What are EVA Copolymers?

Ethylene Vinyl Acetate (EVA) is a plastic material widely used in:

  • Footwear (soles and sandals)
  • Packaging
  • Adhesives
  • Sports equipment
  • Solar panel encapsulation

Due to their widespread industrial and commercial usage, quality control is critical to ensure safety, performance, and consistency.

🗣️ Why the Postponement?

  • Industry Readiness: Allows more time for manufacturers to align production with BIS certification norms.
  • Import Compliance: Offers flexibility to global suppliers adjusting to Indian standards.
  • Public Interest: Ensures minimal disruption in industries dependent on EVA products.

Next Steps for Stakeholders:

  1. Manufacturers & Importers: Must obtain BIS certification for EVA copolymers before October 3, 2026.
  2. Distributors & Retailers: Should ensure future compliance by sourcing only BIS-marked materials.
  3. Consumers & Industries: Can expect improved quality and safety in EVA-based products post-enforcement.
