Government is implementing amended Vegetable Oil Products Production and Availability (Regulation) Order, 2025

In a major initiative to enhance transparency and data-driven governance in India’s edible oil sector, the Department of Food and Public Distribution (DFPD) under the Ministry of Consumer Affairs, Food and Public Distribution has notified the amended Vegetable Oil Products Production and Availability (Regulation) Order, 2025 (VOPPA 2025). This reform aims to strengthen monitoring mechanisms across the edible oil value chain while supporting the nation’s broader goal of achieving food security and self-reliance.

Nationwide Capacity-Building Workshops Announced

To ensure effective implementation of the amended order, the Department will conduct a series of capacity-building workshops across major cities, particularly those with a high concentration of edible oil processing units. These workshops are designed to help industry stakeholders understand the new compliance requirements and adopt the digital systems introduced under VOPPA 2025.

The first workshop will take place on 15th November 2025 at the Soybean Oil Processors Association (SOPA) Auditorium, Indore, Madhya Pradesh.

The event will:

  • Highlight the importance of accurate and timely data submission as a key element of national economic planning.
  • Include interactive demonstrations on registration through the National Single Window System (NSWS) and the VOPPA portal.
  • Provide hands-on guidance to edible oil producers and packers for smooth registration and monthly return filing.

Following Indore, similar sessions will be organized in other states to ensure widespread participation and compliance. Department officials will also conduct inspection visits and industry interactions to encourage proactive registration and ensure a smooth transition to the amended framework.

Promoting Transparency and Data-Driven Monitoring

The Vegetable Oil Products Production and Availability (Regulation) Order, 2025 introduces a digital reporting mechanism that requires all producers of crude/refined vegetable oils, solvent-extracted oils, blended oils, vanaspati, margarine, and other specified products to register on the VOPPA portalhttps://www.edibleoilindia.in.

Registered units must submit monthly returns by the 15th of every month, detailing production, imports, opening and closing stocks, dispatches, sales, and consumption data.

This structured and digitized reporting system will allow the Government to:

  • Track production and availability in real time.
  • Identify emerging supply chain issues.
  • Formulate timely, evidence-based policy interventions to stabilize prices and ensure food security.

By fostering transparency and accountability, the initiative reflects the government’s vision of a modernized and data-centric approach to managing the edible oil ecosystem.

Mandatory Registration and Compliance

The Government has emphasized that registration under VOPPA 2025 is mandatory for all edible oil producers and packers. Non-compliance — including failure to register or submit monthly returns — will attract strict penalties, including fines and other statutory actions under the Essential Commodities Act, 1955, and the Collection of Statistics Act, 2008.

All units are therefore urged to register immediately on the VOPPA portal and ensure timely submission of returns to avoid legal or financial repercussions. Compliance will not only ensure regulatory alignment but also contribute to a transparent, efficient, and well-monitored edible oil sector.
